The Duke University Nicholas Institute for Environmental Policy Solutions and the University of North Carolina at Chapel Hill Center on Climate, Energy, Environment & Economics (CE3) are hosting a public forum to discuss various carbon policies under consideration pursuant to the North Carolina Clean Energy Plan.
Recommendation A-1 from the Clean Energy Plan tasked North Carolina universities to draft a report that examines the effects of different carbon-reduction policies on greenhouse gas emission reductions, electricity rates, equity, and grid reliability.
The Nicholas Institute and the CE3 have convened individuals representing utilities, universities, environmental advocates, low-income advocates, renewable energy developers, large industrial customers, and state agencies. Since January 2020, these stakeholders have met regularly to research alternatives and conduct modeling exercises. Policies under consideration include accelerated coal unit retirements, a “shadow” carbon price to drive utility planning and operating decisions, a declining cap on power sector pollution with the ability to trade allowances, and clean energy polices. The convenors will present a high-level discussion of these policies and relate some of the issues and opportunities raised by each. Feedback from participants in the forum will be taken into consideration for the final report that will be delivered to the Governor in December 2020.
This is the first of two opportunities for members of the public to participate via Zoom video conferencing. A second forum will be held on September 16. A recording of this forum will be made available for those who are unable to attend either session.
This forum is open to anyone in the general public interested in learning about possible carbon reduction policies for the North Carolina power sector and providing feedback to the process.
